What should I do to help change this libra's behavior?

Hi Im an Aquarius female 20 and My libra boyfriend who is 22 have been hanging out with his friends more than he hangs out with me. I admit that Im really busy and he feels as though even when he is at home were still not spending time together. I don't understand why he has been acting like a little odd well really odd. He used to be the most generous person I know don't get me wrong he is not stingy but he tends to do everything late like paying a bill one week after the due date. He used to be so responsible now he is a different man and when I ask him if about things like that he gives me some stupid answer about helping someone like his brother out. How can he possibly pay our bills late just to help out his brother has he forgotten that I'm suppose to be his first priority. Than he has been away from home more and more I begun to get suspicious about it and thinks he is cheating. Then out of no where he comes home and acts as if I died, came back to life and he cant live without me. Then when Im mad at him he won't pick up the phone to take my calls. Instead he will wait a hours later or a days later because he expresses he dislike the confrontation. I have tried to break it off with him many of times but he wont leave me. I can ask him to come pick up his things or I will try and trash them but all our friends have convinced me otherwise. I even try to use the new boyfriend thing but nothing works in my favor. I have persuaded my libra guy to change his style and his character maybe that is why he is acting out. Another reason could be my mom who he think is angry at him but she's not! Please help what should I do to change this behavior in my libra, hanging out, drinking and partying with his two best friends all night. He can hardly get up in the morning and will sleep til the afternoon what a waste of precious life. Im very upset about this behavior it is bugging me and Im becoming unhappy in this relationship. Then when I think maybe it is another female I can't find anything no numbers left behind perfume scents or undies noticing and at the end of the day I feel as though its not another woman just him. Gemini and libra have one thing in common (im gemini since were all air here) we tend to forget to pay bills...we get our brains going on other things and sometimes things that %26quot;should%26quot; be important we let them go until the very last minute that they have to be done :( bad air trait. Also i know if an air sign is cheating they tend to act this way, distant very distant blaming it on other things and then when you try to leave we get all nice and want to love you so much its not really an aquarius thing because aquarius is more black or white gemini and libra are more the grey area type of people. You should really kind of look into the cheating thing because thats a good indication why he is not answering or returning your calls until later... i hate to say it but this has hes cheating written all over it. Pick a time when he is with you and in a good mood..Then try to calmly express yourself.. Communication is an important factor in any relationship..Don't mention cheating, and don't bring up his bad points because that will only upset him...
