How to change this dog behavior?

I have a lab and he wants to meet every person or dog he encounters. When we go for walks people will ask if they can pet him and I tell everyone that they can only pet him if he sits. Now when he sees someone approaching no matter how fast we are walking he will abruptly stop and sit. I guess he thinks they will pet him for sure if he is sitting. Any suggestions on how to change this would be greatly appreciated. Thanks in advance.How to change this dog behavior?

Never heard of this happening before, but is he food motivated? I would be inclined to take treats with me and encourage him along while he's walking fast. Maybe go to quiet places where you and he will be alone on walks for a while. He sounds very smart and eager to please!How to change this dog behavior?
